The Pana­ma City-Bay Coun­ty Air­port and Indus­tri­al Dis­trict (Dis­trict) was estab­lished pur­suant to a spe­cial act of the Leg­is­la­ture in 1967, recod­i­fied and amend­ed by Chap­ter 2005-311, Laws of Flori­da, and sub­se­quent­ly amend­ed by Chap­ter 2010-274, Laws of Florida. 

The Dis­trict is gov­erned by a sev­en-mem­ber board. Two mem­bers are appoint­ed by the City of Pana­ma City City Com­mis­sion, two mem­bers are appoint­ed by the City of Pana­ma City Beach City Coun­cil, two mem­bers are appoint­ed by the Board of Coun­ty Com­mis­sion­ers of Bay Coun­ty, Flori­da and one mem­ber is appoint­ed by the Board of Coun­ty Com­mis­sion­ers of Wal­ton Coun­ty, Flori­da. Mem­bers are appoint­ed for four-year terms. 

The Dis­trict mem­bers elect the offi­cers of the Dis­trict from amongst the mem­bers. The Dis­trict has no tax­ing pow­er. The Dis­trict owns and oper­ates the North­west Flori­da Beach­es Inter­na­tion­al Airport.
