A. Gen­er­al Information

The Pana­ma City-Bay Coun­ty Air­port and Indus­tri­al Dis­trict (“Dis­trict”) d.b.a. North­west Flori­da Beach­es Inter­na­tion­al Air­port (“ECP” or Air­port”) is request­ing pro­pos­als from qual­i­fied Ven­dors to pro­vide Mas­ter Con­ces­sion­aire ser­vices for all vend­ing, food and bev­er­age (includ­ing full-ser­vice restau­rant and bar), cof­fee shop, and retail shops.

ECP is seek­ing part­ner­ships with a Mas­ter Con­ces­sion­aire to enrich vis­i­tors’ first impres­sions of North­west Flori­da, home to the world’s most beau­ti­ful beach­es. The Dis­trict intends to award one con­tract for the over­all con­ces­sion operations.

B. Back­ground

The Dis­trict is gov­erned by a Board of Direc­tors con­sist­ing of sev­en mem­bers appoint­ed by the City of Pana­ma City Beach Com­mis­sion (2), City of Pana­ma City Com­mis­sion (2), Bay Coun­ty Com­mis­sion (2), and the Wal­ton Coun­ty Com­mis­sion (1), with each mem­ber serv­ing a four-year term. The Dis­trict is an inde­pen­dent spe­cial dis­trict pur­suant to Chap­ter 189, Flori­da Statutes, and oper­ates in accor­dance with Fed­er­al Avi­a­tion Admin­is­tra­tion and State of Flori­da require­ments and guide­lines. Chap­ter 2010-274 and 2005-311 of the Flori­da State Statutes con­tain the full text of the enabling leg­is­la­tion for the Dis­trict, an inde­pen­dent spe­cial dis­trict with no tax­ing authority.

The Dis­trict Board of Direc­tors meet month­ly, gen­er­al­ly on the fourth Wednes­day of the month at 9:00 AM, Cen­tral Stan­dard Time. Meet­ings are pub­licly adver­tised and avail­able on the District’s web­site. All meet­ings are con­duct­ed in accor­dance with Flori­da Statutes, Gov­ern­ment-in-the-Sun­shine Law.

The Dis­trict is sup­port­ed by rev­enue gen­er­at­ed from its oper­a­tions with fees col­lect­ed from sources such as air­line use, con­ces­sions, lease agree­ments, rental car con­ces­sions, park­ing, hangar leas­es, and build­ing and land leas­es. The Dis­trict col­lects no ad val­orem (prop­er­ty) tax­es; there­fore, no local tax mon­ey is used in air­port oper­a­tions, devel­op­ment, or expansion.

The Dis­trict owns approx­i­mate­ly 4,000 acres that is home to gen­er­al avi­a­tion air­craft and heli­copters, com­mer­cial air­lines and char­ter ser­vices, two Fixed Base Oper­a­tors (FBO), T‑hangars, cor­po­rate and gen­er­al avi­a­tion hangars, air­craft maintenance/​repair facil­i­ties, and flight schools. The air­field con­sists of one 10,000-foot run­way and an Air Traf­fic Con­trol Tow­er. In cal­en­dar year 2024, there were 86,764 flight oper­a­tions and the Air­port served 1,878,945 total air­line passengers.

C. Term

The result­ing Mas­ter Con­ces­sions Agree­ment will be effec­tive for a term of five (5) years, and may be renewed at the dis­cre­tion of the Dis­trict for a term of four (4) years at the same terms and con­di­tions. The Mas­ter Con­ces­sions Agree­ment (“Agree­ment”) is includ­ed here­in as Attach­ment B. The con­tract start date is antic­i­pat­ed to begin on Sep­tem­ber 12026.

F. Pre-Pro­pos­al Meeting/​Site Visit

A manda­to­ry Preproposal/​Site Vis­it Meet­ing will be held on the date and time spec­i­fied in the Time­line of Events. There will be a sign in sheet for all prospec­tive Respon­dents to sign. If a ven­dor does not sign in and sub­mits a pro­pos­al it will be deemed non-respon­sive. The Preproposal/​Site Vis­it Meet­ing will be held in the Airport’s Con­fer­ence Room. The Con­fer­ence room is locat­ed on the first floor of the Ter­mi­nal build­ing near bag­gage claims and the rental car desk. Before leav­ing the Pro­cure­ment Man­ag­er will val­i­date park­ing for Respon­dents in attendance.
