DEFINITION: Performs professional accounting, payable, receivable and payroll work; applying general and specific GAAP standards, policies, and procedures to produce, reconcile and record financial and payroll transactions. Involves complex level accounting work.
EXAMPLES OF DUTIES: Position is an integral member of the finance and accounting team, responsible for major function in the overall financial operation of the Airport. The position will be responsible for either Accounts Payable/Payroll or Accounts Receivable overall operation. The position will also have active participation in preparation of financial statements, review of fiscal records and monitoring of financial transactions in accordance with prescribed accounting systems and generally accepted accounting and auditing standards.
Leads the Airport’s Accounts Payable/Payroll function, that includes; Process bi-weekly and special payrolls. Ensure compliance with federal, state, and local payroll, wage, and hour laws and Airport policy. Processes payroll journal entries and reconcile liability accounts for accuracy. Prepare, maintain and review records and reports of payroll transactions, tax liabilities and withholding orders. Coordination with vendors and department management to ensure prompt and accurate payments. Manages specific ageing reports to ensure accuracy and timely payment of funds. Leads the Airport’s Accounts Receivable function to include the coordination, calculation and collection of revenue. Prepare monthly revenue reports for internal and external audiences. Manages specific ageing reports to ensure accuracy and timely collection of funds. Ensures revenue recognition is consistent with GAAP. Reconciliation of revenue accounts and contracts. Prepares revenue related analytics monthly, quarterly or annually. Responsible for revenue
related month and year-end activities; prepares revenue and deferred revenue and related journal entries; Prepares records for year-end boxing, sorting and inventory to ensure compliance with public records rules and policies. Participates in the year-end audit and prepares all necessary schedules and reports, and is the point of contact for auditors related to receivable testing.
Assists in establishing and/or modifying internal control procedures and Airport policies. Manages and assists with special projects. Will be primary backup for other Accountant II responsibilities.
QUALIFICATIONS: Bachelor degree or equivalent experience required in accounting, payroll and payroll related tax processing, accounts receivable or accounts payable. Four (4) years of accounting and finance related experience with progressively responsible experience. Knowledge of accounting principles, methods, practices, and procedures. Familiar with computer operation including spreadsheets, data bases, and accounting software. Must have a valid Florida Driver’s License with driving privileges.
MISCELLANEOUS REQUIREMENTS: Must pass pre-employment drug testing as well as periodic testing in accordance with airport policy; must pass a 10-year, fingerprint-based, criminal history records check as required by the Transportation Security Administration.
