Q: Is it antic­i­pat­ed that there will be any added PBBs, GSE or added gates that will be a part of projects that come out of this RFQ?

A: There is a pos­si­bil­i­ty these types of projects may be required as part of the RFQ. The Airport’s Mas­ter Plan is cur­rent­ly being updat­ed and could include these types of projects in the devel­op­ment plan.

Q: What is the scope for the North Con­course Expan­sion Phase I – DESIGN project list­ed in Appen­dix A?

A: The scope of work will be deter­mined upon com­ple­tion of the Airport’s Mas­ter Plan Update which is cur­rent­ly in progress.

Q: Base on the para­graph below shown in bold tak­en from the RFQ, for a DBE” sub-con­sul­tant firm to par­tic­i­pate in the con­tract does the Prime Con­sul­tant have to include the DBE firm’s cer­ti­fi­ca­tion-cer­tifi­cate as part of their pack­age being sub­mit­ted to the Airport? 

A: No. How­ev­er, the DBE’s cer­ti­fi­ca­tion must be ver­i­fi­able through the Flori­da Depart­ment of Trans­porta­tion UCP DBE direc­to­ry. A cer­tifi­cate or let­ter of renew­al should be sub­mit­ted if available.

Q: Base on the para­graph below shown in bold tak­en from the RFQ, if a DBE” firm name and/​or cer­ti­fi­ca­tion is not part of the Prime Con­sul­tant Pack­age does that mean the DBE firm won’t be allowed to par­tici­ple as a sub-con­sul­tant for projects described in Appendix‑A Poten­tial Project Lists?

Q: Base on the para­graph below shown in bold tak­en from the RFQ” does it mean a Vet­er­an Own DBE” firms or Dis­abled Vet­er­an Own DBE” firm will be select­ed over a non-vet­er­an own DBE”?

A: This para­graph does not state that with regard to the Airport’s selec­tion of an engi­neer­ing firm. This para­graph places require­ments on the engi­neer­ing firm select­ed by the Air­port as well as that engi­neer­ing firm’s sub-tier con­trac­tors and con­sul­tants regard­ing their employ­ment of labor. This para­graph does not relate to the Airport’s selec­tion of an engi­neer­ing firm except to the extent that an engi­neer­ing firm com­pet­ing for this con­tract will not agree to com­ply with 49 USC § 47112©.

A: This para­graph does not relate to first rights of refusal and it is not clear how a first right of refusal would work in the cir­cum­stances you described. This para­graph places require­ments on the engi­neer­ing firm select­ed by the Air­port as well as that engi­neer­ing firm’s sub-tier con­trac­tors and con­sul­tants regard­ing their employ­ment of labor. This para­graph does not relate to the Airport’s selec­tion of an engi­neer­ing firm except to the extent that an engi­neer­ing firm com­pet­ing for this con­tract will not agree to com­ply with 49 USC § 47112©.

Q: When is the para­graph below in bold applic­a­ble to Air­port Projects?

A: This pro­vi­sion applies to all Air­port Improve­ment Pro­gram fund­ed projects that involve labor to car­ry out the project. This pref­er­ence, which excludes exec­u­tive, admin­is­tra­tive, and super­vi­so­ry posi­tions, applies to cov­ered vet­er­ans (as defined under § 47112© ) only when they are read­i­ly avail­able and qual­i­fied to accom­plish the work required by the project.

VETERAN’S PREF­ER­ENCE

In the employ­ment of labor (exclud­ing exec­u­tive, admin­is­tra­tive, and super­vi­so­ry posi­tions), the Con­trac­tor and all sub-tier con­trac­tors must give pref­er­ence to cov­ered vet­er­ans as defined with­in Title 49 Unit­ed States Code Sec­tion 47112. Cov­ered vet­er­ans include Viet­nam-era vet­er­ans, Per­sian Gulf vet­er­ans, Afghanistan-Iraq war vet­er­ans, dis­abled vet­er­ans, and small busi­ness con­cerns (as defined by 15 USC 632) owned and con­trolled by dis­abled vet­er­ans. This pref­er­ence only applies when there are cov­ered vet­er­ans read­i­ly avail­able and qual­i­fied to per­form the work to which the employ­ment relates.

Q: If a DBE” firm and/​or Vet­er­an Own firm isn’t select­ed by the Prime Con­sul­tant can the non-select­ed firm get a debrief as to why they weren’t selected? 

A: The Air­port does not offer debriefs” to RFQ respon­dents. More­over, the Air­port would not have this infor­ma­tion, but you could con­tact a prime con­sul­tant and request this information. 

Q: Will DBE” firms be noti­fied in advance when the Air­port Author­i­ty is ready to exe­cute the design for a project on the list describe in Appendix‑A Poten­tial Projects List”? 

A: The Air­port posts bid notices on its web­site https://​www​.ifly​beach​es​.com/ai… when they become available.

Q: We are an acousti­cal con­sult­ing firm inter­est­ed in the sub­ject RFQ. We under­stand that there might have been a pre-pro­pos­al meet­ing on March 8. Q: We were unable to attend the non-manda­to­ry pre-pro­pos­al meet­ing for Engi­neer­ing Ser­vices RFQ #2021-ENGI­NEER­ING SER­VICES held today. We are inter­est­ed in team­ing with oth­er firms for this RFQ. Is it pos­si­ble to get an attendee list (see answer above) and a copy of the pre-pro­pos­al presentation?

A: There was no for­mal pre­sen­ta­tion, just a review of the key items in the RFQ that is post­ed on our website.
