Disadvantaged Business Enterprise – 49 CFR Part 26:
Can you please confirm the certification agency, and the established goal for this project, if any?
Answer: No goal has been established for this particular project as participation is inherently limited due to the specificity of items provided. Please refer to GC-42 Disadvantaged Business Enterprises Program.
Section 3
Execution, page 80 of 87. Subsection 3.1 Examination. A.1 “Foundations including anchor bolt patterns,”. Please confirm if the existing foundation will remain and if so, whose responsibility is it to verify the structural stability of the foundations? TKAS, if awarded, can and will provide foundation loads.
Answer: As with previous PBB replacement projects at the Airport, it is intended that existing foundations and bolt patterns will remain. As per Section 3 – Execution, Subsection 3.1 Examination, A., it is the responsibility of the successful bidder to “Verify that the following are of proper size and type to receive the Passenger Boarding Bridge (PBB):”, to include foundation and bolt pattern. Previously bolt patterns and foundations were field verified for suitability and bolt pattern confirmation prior to manufacture.
Section 2.2. page 7, B. 6.
“Rotunda floor shall remain stationary and level at all times and provide a smooth transition between the terminal and telescoping tunnels.”
Our rotunda floor moves when PBB swings. This only happens during docking to the aircraft when no passenger is allowed in the PBB. After PBB is docked rotunda floor is level at all times and provide smooth transition between terminal and telescoping tunnels. We implementing this design change as a standard because it helps saves time on installation and maintenance. All sensors are located inside the rotunda under the floor which can be accessed through an access open. TK is respectfully requesting for acceptance of our rotunda design.
Answer: The intent of the Invitation to Bid and Passenger Boarding Bridge Specification is not to preclude either manufacturer from proposing or bidding passenger boarding equipment engineered, manufactured, and advertised as standard base equipment so long as the general operational intent of the Invitation to Bid and Specification are met. Pre-engineered, manufactured, standard designs are acceptable.
Section 3.5 Manuals, page 18, B.
“Three notebook copies of the O & M manual are required along with one (1) electronic copy on CD, DVD, or flash drive.”
In order to reduce our carbon footprint, TKAS Airport Solutions would like to substitute Electronic Copies of the O&M manual’s in lieu of hardcopies. Would the Airport Authority be willing to accept this substitution?
Answer: Hard copies are required. Please comply with specification as stated.
Question regarding the photographs that were provided: Can provide the DIM from the apron floor to the rotunda floor for all three gates?
Answer: Dimensions are provided in Invitation to Bid document photographs.

The cooling tons needed for a B737-800 in ECP are more than 30Ton. If you see in the calcs, the cooling capacity needed in NET terms is 112.9kW which equals 32.1 Tons NET, the PCA nominal capacity would have to be greater than that, therefore our 45Ton model is the one to be used. We are welcoming the opportunity to explain this to the airport, as we believe supplying a 30Ton unit will become a rejection by the carriers.
Answer: 30-Ton units are currently in use on existing PBB. Specification outlines minimum requirements. The specification does not preclude the use of other, more current, standard equipment provided the operational intent of the specification is met.
