Northwest Florida Beaches International Airport is owned and operated by the Panama City-Bay County Airport and Industrial District (The Airport Authority).

The Airport Authority is an Independent Special District created by the Florida Legislature. The authority operates as a landlord, managing the upkeep, improvement and expansion of its facilities.

The Airport Authority owns the runways, hangars, passenger terminal building, airport grounds and road connections to the public highway system.

The Airport Authority Board is comprised of seven members. The Panama City Commission appoints two members, the Bay County Commission appoints two, Panama City Beach Commission appoints two and Walton County Commission appoints one.

The Panama City-Bay County Airport and Industrial District Board meetings are held in the Board Room, located on the second floor of the Northwest Florida Beaches International Airport.  The physical address of the airport is:
